This is something that I've wondered about, if Anakin Skywalker/Darth Vader was the 'Chosen One', doesn't that by default make him the most powerful force-user ever? Could he have defeated any Sith or Jedi one-on-one? He did take down Mace Windu (though that may have been luck), Obi Wan (unless Obi gave himself up), and the Emperor (though he may have caught him off guard).
And if he was the most powerful force-user, doesn't that make Luke even more powerful?
No, I don't believe that Anakin was the most powerful of Sith or Jedi. Palpatine and Yoda was more powerful in the force then Anakin. I don't think being the Chosen One made him the best.
Powerful is relative, I personally don't think Vader was all that powerful. He was strong in fighting and the Dark Side of the Force, but yet his vision wasn't clear.
As a Jedi, Anakin is about on par with Luke Skywalker. Luke has done stuff that Anakin never did or was able to do. However, Lucas tells us that Anakin is the most powerful force user ever.

No, I don't think they were more powerful, they were just better. Remember, Anakin probably had as much force potential as the two combined. But power doesn't make you the best. Darth Revan, or even Anakin Solo could have ripped Skywalker apart with their bare hands. Darth Bane could have too. Obi-Wan practically did.
I think Anakin at the potential to be the most powerful ever. However, since he didn't complete his training and I can probably wager that Palpatine wasn't going to teach him all that much (certainly not enough to be a threat to him). Was he above-average, yes, even after him being put into that sith. It was just a lack of patience, experience, and knowledge that held him back.
I believe Anakin was the top Jedi around during the Order's final years (during the Clone Wars) where he was renown for his superiority. However, although he had a lot of power, was skilled, and widely-believed to be the Chosen One, his vision was clouded and he was too greedy for power. So, basically, he was the most powerful in terms of brute strength combined with the knowledge and skills with the Force; but, in terms of strategy in a duel, say, if he was to take on Mace Windu or Yoda by himself (or even Obi-Wan later on), he failed as he was far too confident in believing he was the best.
