I've never seen it.

IIRC a fanmade re-editing of TPM.

I think I've seen it, wasn't it called The Phantom Edit?

^I don't think it's The Phantom Edit, as I've seen that one years ago and Jar Jar is still in it, but with most of his scenes removed. There is another version but I don't recall it's name.

You're probably referring to Balance of the Force on YouTube but most of Jar Jar's scenes are still there, only they edited out the most clumsy scene and overdubbed his voice with alien language to make him sound smarter.

I've never seen The Phantom Edit so I can't comment if Jar Jar is in it or not.

Is it even possible to cut Jar Jar out without messing up the film?

I'm not too sure if there is a version of TPM without Jar Jar in it. I haven't seen The Phantom Edit and he's in Balance of the Force. As JediSean19 said, the film would be messed up without Jar Jar, unless you could somehow replace him with someone else.
